본 연구는 우리나라 역사상 가장 큰 인상폭을 보인 2015년 담배가격 인상 정책이 중고령자의 흡연 행태에 어떤 영향을 미쳤는지를 확인한다. 중고령자의 흡연 행태가 중요한 이유는 우리나라 사회가 고령사회로 진입함에 따라 이들의 비중이 점점 커지고 있다는 점과 담배가 중독성이 있는 점을 고려하여 흡연 기간이 긴 사람의 행태는 다를 수 있기 때문이다. 이를 위해 한국고령화연패널조사(KLoSA) 3차년도부터 6차년도 자료를 사용하였다. 정책 시행 이전부터 진행된 흡연율 감소 추세를 고려하기 위해 6년간의 정책 시행 이전 시기를 포함한 회귀분석을 실시함으로써 추세의 변화에 의한 영향을 최소화하고자 하였다. 그 결과, 시간 추세를 고려하지 않으면 흡연율은 0.5%p 감소하였음을 확인하였다. 그러나 시간 추세를 고려한다면, 유의한 흡연율 감소 효과는 발견할 수 없었다. 흡연량 역시, 담배소비세 인상 정책으로 인한 유의한 감소 효과는 찾아볼 수 없었다.

This study examines the impact of the 2015 tobacco price increase policy, which showed the largest increase in Korean history, on the smoking behavior of middle-aged and elderly people. The smoking behavior of middle and old people is important for two reasons: the proportion of middle and old people is increasing as Korea enters an aging society, and the smoking behavior of people with a long smoking period may be different due to the addictive nature of cigarettes. To this end, this study used data from the 3rd year to the 6th year of the Korea Aging Panel Survey (KLoSA). In order to consider the trend of the decrease in smoking rates that occurred before the policy was implemented, a regression analysis was conducted including the period of 6 years before the policy was implemented. As a result of the analysis, it was confirmed that the smoking rate decreased by 0.5%p without considering the time trend. However, considering the time trend, no significant smoking rate reduction effect was found. In addition, there was no significant reduction effect due to the tobacco consumption tax increase policy.
