This research examines the obstacles of Collective Action for the Mobility Program of University Students in Asia (CAMPUS Asia) Plus program in strengthening Asian identity. Strengthening of Asian identity is based on ERASMUS’ effect and the factors that have proven to be effective in forming the European identity. Asian identity formation requires both top-down and bottom-up approach. In top-down approach, the political, economic, and academic Asian integrations generate symbols and therefore strengthen the identity formation in the region. In bottom-up approach, frequent interactions among people allow them to share similar cultures and therefore strengthen Asian identity. However, this study finds that the continuous conflicts among countries, lack of an academically coordinating body, cultural differences, language barrier, and few activities hinder the formation of Asian identity in CAMPUS Asia Plus program. For improvement, courses that narrow the gap of understanding of each other, education about regional identity, and budget allocation are offered. This study sheds light on which direction CAMPUS Asia Plus program needs to be headed.
