케임브리지 대학과 하버드 대학에서 수학했고 현재 유니버시티 칼리지 런던(UCL)의 교수로 있다. 오랜 기간 [German History]의 공동 편집인을 지냈으며, 이 잡지를 발행하는 영국 독일사학회 회장을 맡고 있다. 저서로 <경건주의와 정치 : 영국, 뷔르템베르크와 프로이센에서 절대주의의 대두> <분단 독일의 역사> <홀로코스트 이후 독일 민족의 정체성> 등이 있다.
