Abstract

An increasing number of immigrants coming to the United States raised questions about how to educate the children of these families effectively, especially when they cannot speak English fluently. This paper tries to examine whether student-teacher race matching can help overcome learning disadvantages for US students who speak English as their second language using the Education Longitudinal Study of 2002. By applying semi-parametric treatment effect estimators like propensity score matching (PSM) and regression adjustment/imputation (RA) estimators, this paper shows that students who speak English as their second language score about 0.6 standard deviations lower than their counterparts. However, their reading scores increase by roughly 0.6 - 0.8 standard deviations when they are assigned to English teachers of the same race. The effect is most evident in questions requiring a basic level of reading comprehension skills. There was no significant effect found on math scores. This paper also suggests that the improvements in teachers' evaluations of the students rather than students' self-confidence may be the primary mechanism that explains our findings.
