Despite the normalization of relations with the implementation of the 1965 Treaty of Basic Relations between Japan and South Korea, relations between the two countries have continued to be inconsistent on cooperation policies. In 1998, President Kim Dae-jung and Prime Minister Keizō signed the “Joint Declaration and Action Plan for a New Korea-Japan Partnership in the 21st Century,” as an effort to improve Japan and Korea bi-lateral relations. Part of this agreement allowed the legalization of Japanese culture in the market for Korean consumers. This thesis evaluates the role and impact of Japan’s cultural exchanges as a soft power and their limitations in Korea. This research argues that culture exchanges do not have more influence on public perceptions in the Japan-Korea case than the problem of unresolved historical issues, and these cultural exchanges are limited in their ability to have a significant impact on public perceptions, promoting a “friendly” image of Japan in Korea, and improving general bi-lateral relations between the two states.
