This thesis analyses the state of non-governmental reconciliation between South Korea and Japan, in comparison to Franco-German reconciliation. I analysed Franco-German and South Korean-Japanese non-governmental reconciliation processes, using a framework made up of the following categories: (1) unofficial interaction between adversary leaders, (2) creation of a domestic environment favourable for reconciliation, (3) institutionalisation of societal-level reconciliation processes, and (4) bilateral structures for durable peace. The two cases were then compared based on the results from applying the framework. The analysis showed that compared to France and Germany, South Korean-Japanese non-governmental reconciliation is still underdeveloped and that a major impediment to further improvement is the inconsistency of Japan’s apologetical stance towards the atrocities it had committed against Koreans in the past. This causes distrust towards Japan not only on a governmental level but also in South Korean society. I conclude that a possible means to improve South Korean- Japanese reconciliation is focusing on societal exchanges to create an environment favourable for reconciliation, with the potential to influence the governmental level.
