Abstract
In recent years, human resource development has attracted a great deal of attention and investment in almost all fields. Vietnam Cooperative Alliance is no exception. Responding to the South Korea – Vietnam partnership, the cooperation relation between National Agricultural Cooperative Federation (NACF) and Vietnam Cooperative Alliance (VCA) will provide many opportunities in education and training for VCA officials. Due to lack of research on VCA human resource in term of cooperating with international organizations, this study aims to investigate the potential challenges and suggest solutions in providing training for VCA officials with support from NACF. The study is conducted on a sequential mixed-method approach: quantitative data is collected from 126 respondents and qualitative data is the result of 14 interviewees. Research findings indicate that three most potential challenges: (1) VCA officials’ low ability in English, (2) Limited training budget and (3) Different learning styles hinder VCA officials from building efficient and effective human resource training programs. The interviews reveal that these challenges are caused by individual factors such as ineffective methods of learning English, low awareness of the importance of English, various specialized knowledge, different family circumstances and different working schedule; and systematic factors such as limited use of English in the working places, limited State budget, no self-funding and lack of attention to training program in operational direction. Finally, this study suggests appropriate recommendations correspondingly to above potential challenges with NACF’s support to promote NACF – VCA relation in terms of training cooperation.
