Nevertheless, alternative schools of thought dispute their consequences and the most effective strategy for achieving critical developmental objectives. This book argues that both liberal democracy and state capacity need to be strengthened to ensure effective development, within the constraints posed by structural conditions. Liberal democracy allows citizens to express their demands, hold public officials to account and rid themselves of ineffective leaders. Yet rising public demands that cannot be met by the state generate disillusionment with incumbent officeholders, the regime, or ultimately the promise of liberal democracy ideals. 영국 출신의 정치학자. 영국의 워윅대에서 정치학과 철학 학사학위를 동시에 받았고 런던 정치경제대학교(LSE)에서는 정치학 석사 및 박사학위를 받음. 에딘버러대 정치학 교수, 하바드대 정치학 교수, 하바드대 언론, 정치 및 공공정책 연구소 소장, 존 F.케네디 행정대학원 교수, 하바드대‘언론-정치 국제저널’ 편집위원 등을 역임. 유엔, 유네스코, 유럽의회, NED(민주주의를 위한 국가원조기금), UNDP 등 국제기구 자문역 맡음.
