데이비드 핼펀(지은이)

영국 노동당과 보수당 정부를 두루 거친 국가 정책기획 브레인. 2001년부터 2007년까지 노동당 토니 블레어 정권하의 ‘영국 총리 산하 전략실(the UK's Prime minister's Strategy Unit, PMSU)’에서 국내 정책 담당 수석 분석가(Chief Analyst)로 일했다. 현재 런던의 독립적인 민간 연구기관인 ‘Institute for Government’의 선임위원이자, 영국 내각 사무처에서 정책결정을 지원하는 ‘행동 분석 팀(Behavioural Insight Team)’을 이끌며 ‘큰 사회(Big Society) 프로젝트’를 지원하고 있다. ‘큰 사회 프로젝트’는 보수당 정부의 새로운 정책적 청사진을 대표하는 프로젝트로, 중앙정부에서 지역사회로 권력을 대대적으로 이양하는 것을 핵심 과제로 삼는다. 정부에서 일하기 전에는 캠브리지 대학(Cambridge University)의 사회 정치과학부에서 정교수로 재직했으며, 옥스퍼드 너필드 대학(Nuffield College, Oxford)에서 연구원으로 활동하기도 했다.
