Chapter 1 General

Article 1 (Purpose)

    The purpose of this regulation is to enhance the unity and efficiency of the official affairs by defining the organization and operation of the library (collectively, the Main Library and annex) in accordance with the Constitution of the Korea University Central School, the regulations of the University of Korea, and the University Library Promotion Act.

Article 2 (Regulation and guideline)

    The library’s regulations related to the use of materials in the library, compensation, expulsion, etc., and the work guidelines to be used as standards for managing officials are set separately.

Chapter 2 Organization

Article 3 (Organization)

    The library has a Main library and an annex, the Sejong Academic Information Center and a medical library.

Article 4 (Organization)

    ① The Main library has an academic information planning department, an academic information development department, an academic information service department, an academic information infrastructure department, and an academic information curation department.
    ② The Sejong Academic Information Center has an academic information support team, an IT support team, and a Sejong archives room.
    ③ The medical library has a medical information management department.

Article 5 (Head of Library)

    ① The head of the library (which serves as the head of the Main library, hereinafter referred to as “the director”), under the command of the president, oversees the work of the Main library and each annex.
    ② The deputy director acts for the job when the director is absent.

Article 6 (Head of Annex)

    The head of annex assists the director, supervises the affairs of the annex, and directs and supervises the staff.

Article 7 (Deputy director)

    ① In the Main library, there is a deputy director that is equivalent position of deputy department director of the university.
    ② The deputy director assists the Director, conducts library work and directs and supervises staff members.

제 8 조 (Department leader)

    ① Each department has department (team) leader.
    ② department (team) leader answers to head of department, conduct department work and direct and supervise staff members.

Chapter 3 Division of work

Article 9 (Work division)

    ① The general rule of the library’s work division is in accordance with the office division regulations and the details are set in the relevant regulations and the staff manual.
    ② The common tasks for Main library and each annex are managed by designating department in charge.

Chapter 4 Library Committee

Article 10 (Library Committee)

    The library committee (hereinafter referred to as the “committee”) is established for the efficiency of library development and operation, and the committee consults with the following matters.
    1. Matters concerning the establishment of library regulations and opening and closing
    2. Matters related to the development of collections, such as budgets for purchasing data and execution plans
    3. Advisory matters to the president for the library
    4. Matters proposed by the Director
    5. Major facility matters such as new construction, expansion, and reconstruction of libraries
    6. Other important matters in library operation

Article 11 (Composition)

    ① The ex-officio members are the Director, Head of Annex, Planning and Budget Officer, Management Officer, Deputy Director, and Academic Information Planning Director.
    ② The appointed members consist of a few members appointed by the President.
    ③ The director serves as the chairman of the committee and leads the committee.
    ④ The secretary is appointed by the chairperson and handles the affairs of the committee.

Article 12 (Term)

    The term of office of the ex-officio member shall be the term of tenure and the term of appointed committee member shall be two years with possibility of reappointment.

Article 13 (Call)

    Regarding the calling of the Committee, Article 6 Paragraphs 1 or 3 of the Regulations on the Operation and Establishment of the Committee shall apply.

Chapter 5 Operation

Article 14 (Basic objective)

    The basic operational objective of the library is to contribute to the educational purposes of Article 1 of the school regulations.

Article 15 (Main Library)

    The Main Library oversees various plans and policies for the operation of the library, and organizes necessary mutual cooperation between annex.

Article 16 (Annex)

    ① Each annex is subject to the plans and policies of the Main Library for all operations of the library.
    ② Depending on the nature of the annex work, if necessary, separate plans and policies can be established and implemented after consultation with the Main library.

Article 17 (Budget and data collection)

    ① The director makes a budget to sufficiently expand the necessary materials for academic research and education at the university, and enables them to be effectively executed.
    ② Library materials are collected and managed according to the relevant guidelines and follow the standards set by the University Library Promotion Act.

Article 18 (Dispatch of staffs and training)

    ① When assigning staff, the professionalism of the librarian is considered and the standards set by the University Library Promotion Act are followed.
    ② The director conducts training and education to improve the quality of staffs and follows the standards set by the University Library Promotion Act.

Article 19 (Development plan and establishment of plans by year)

    ① The director establishes the development plan based on the University Library Promotion Plan established by the Ministry of Education in accordance with the University Library Promotion Act.
    ② The director establishes a plan for each year, including the results of the plan of previous year execution and the operation plan for the year.

Chapter 1 General Provisions

Article 1(Purpose)

    (Purpose) This regulation is to establish regulations on the use of Korea University Library (hereinafter referred to as the “library”) in order to provide convenience to its users and to enhance the efficiency of library works.

Article 2(Application range)

    ① This regulation is applied on every library that falls under Article 3 (Organization) of 「Library Policy」 of the University.
    ② The branch library may establish and implement guidelines suitable for the actual conditions of the branch library to the extent that they do not violate this regulation.

Chapter 2 Library User

Article 3(Qualification)

    ① The qualifications for using the library are as follows:
    1. Undergraduate and graduate students attending or taking study leave
    2. Full-time faculty and non-executive faculty
    3. Employees of The Korea University Foundation headquarter
    4. Short-term library user
    5. Others with the approval of the head of the library
    ② Short-term library users shall follow the University’s 「Regulation on the use of the library of the short-term library user」

Article 4(Library card)

    ① When using the materials or facilities of the library, users must carry their student ID cards or ID cards issued by the University and shall present it to the employee when asked.
    ② Users without student ID cards or ID cards issued by the University shall be issued with library cards, and matters on the library cards shall be dealt with separately.

Article(Operating hours)

    ① The reading room is open all year round.
    ② The archives are available except Sundays, holidays, etc.
    ③ The hours of use may be changed if special reasons arise, such as the semester breaks, expansion or renovation of facilities, cleaning, etc.

Chatper 3 Use of Printed Materials

Article 6(Book borrowing and return)

    ① The borrowing limit of materials shall be dealt with separately, and all borrowed materials shall be returned within the time limit.
    ② Materials shall be returned regardless of the time limit if users lose their qualifications for using the library or the library requests the return of the materials.

Article 7(Borrowing restriction)


    The following materials shall be restricted to be borrowed.
    1. Valuable books, rare books
    2. Reference books
    3. Series publications
    4. Special materials designated by the National Intelligence Service
    5. Designated books
    6. Antique books and documents
    7. Nonbook materials
    8. Materials that need to be restricted for the book management
    9. Other materials designated by the head of the library

Article 8(Borrowing services)

    Borrowing related services such as book reservation, easy borrowing, branch library borrowing, special borrowing are available, and details concerning the services shall be set separately.

Article 9(Overdue and sanctions)

    ① Material borrowing will be suspended if the material is returned after the expected return date.
    ② If materials lost or damaged are not compensated to the library, borrowing of materials will be suspended for the overdue period, and the details shall be determined separately.
    ③ If a person who has lost his/her library qualification and has any unreturned materials, he/she may notify the relevant department and request that the issuance of the certificate be withheld.

제 10 조(Reimbursement)

    ① Any materials lost or damaged during the lend out period shall be duly compensated.
    ② Details on the compensation shall be determined separately.

Article 11(Copying)

    ① Copying materials shall be governed by relevant laws, such as the Copyright Act.
    ② Copying of specific materials, such as antique books, shall be governed by 「the bylaws on the management and use of specific materials of the library」 of the University
    ③ Copying shall not be allowed if the original data is deemed to be damaged if copied.

Article 12(Mutual loan and original copying)

    ① ① Materials from other libraries can be accessed through mutual loans and original copying.
    ② Details regarding mutual loans and original copying shall be determined separately.

Chapter 4 Use of Electronic Resources

Article 13(Term definition)

    “Electronic resources” available through the library refer to the digital form of data purchased, subscribed, certified, and constructed by the library and that can be accessed online.

Article 14(Use principle)

    Electronic resources shall be allowed to be used only for academic purposes, such as education and research of individual users, on the premise of fair use, and the basic principles of use shall be as follows:
    ① Electronic resources purchased and subscribed by the library shall be used by due process, purpose, and means specified in domestic and foreign copyright laws and contracts.
    ② Electronic resources established by the library shall be used in compliance with the matters specified in the permission to use the works of the relevant materials, licenses, etc., and the relevant details shall be determined separately.
    ③ Electronic resources that allow off-campus accesses are available only to users with off-campus access authority, and related details are determined separately.

Article 15(Fair use)

    Typical acts that hinder the fair use of electronic resources shall be as follows, and details shall be disclosed on the library website, etc.
    1. Downloading the Full text by electronic or mechanical means (downloading programs, engines, robots, etc.) or downloading the entire volume and issue of certain materials;
    2. Duplicating or transmitting original files for commercial purposes.
    3. Using the materials outside the permission to use the specified work and beyond their licenses (CCL, etc.)
    4. Transferring or stealing online access.
    5. Carelessness of users and managers resulting in private PC or public server’s granting of outside access.
    6. Other acts that are hardly considered to be the use for an individual’s academic purposes.

Chapter 5 Use of Facilities

Article 16(Term definition and application range)

    ① The term “facilities” means separate rental spaces (group study rooms, studios, etc.) managed and operated by the library, and “seats” refer to reading rooms, PC seats, etc.
    ② The above facilities and seats are limited to those used through the library facility operation system.

Article 17(Use principles)

    ① The library’s “facilities” and “seats” shall be used for learning, research and equivalent purposes.
    ② Users are not allowed to use “facilities” and “seats” at the same time.
    ③ Detailed matters concerning the use of facilities and seats shall be determined separately.

Chapter 6 Use Restriction

Article 18(Restriction reasons and sanctions)

    ① In order to manage materials and maintain the order of the library, the use of the library shall be restricted on the following actions:
    1. Not using facility after reservation for more than 2 times : 1 month reservation restriction and seat allocation suspension
    2. Rental and illegal use of student ID cards and library cards: 1 month – 1 year library use suspension
    3. Damaging or damaging of functions of the library’s materials, equipment, fixtures : 15 day – 1 year library use suspension and reparation in kind
    4. Illegally carrying out the library’s materials, equipment, fixtures, etc : 3 month – 2 year library use suspension and reparation in kind
    5. Noncompliance with the library employee’s request for library order maintenance : 10 day – 3 month library use suspension
    6. Actions such as theft, abuse, assault, disturbance : 1 year – permanent library use suspension
    7. In the case of disciplinary action in accordance with the University’s disciplinary regulations : library use suspension for the disciplinary action period

    ② The sanctions referred to in Clause 1, Paragraph 4 shall apply to users who commit acts that hinder the fair use of electronic resources, and legal and economic responsibilities may be imposed depending on the case.
    ③ If the restriction reasons are continuously repeated, the library use can be suspended permanently.

Chapter 1: General Provisions

Article 1 [Purpose)

    The purpose of this Regulation is to define the details of “collection of the books” among all activities related to the library collection.

Article 2 (Scope of Application)

    This Regulation can be applied to the divisional libraries by considering the theme, budget, and space of the collection.

Article 3 (Definitions of Terms)

    The terms used in this Regulation are defined as follows:
    1. . A monograph (monograph publication) is an independent and complete physical form of a booklet that refers to general book material whose identity has been completed by the completion of its release and is distinguished from the continuous content subject to constant publication.
    2. Non-book articles (non-books) refer to materials made in the non-book form that have different methods of organizing and preserving, including micro-format materials, audio-visual materials, maps, museums, computer software, multimedia, etc.
    3. Continuing resources (serial; ongoing integrating resources) refers to materials that are continuously or regularly issued, such as academic publications, magazines, yearbooks, and gauze materials.
    4. Electronic resources are materials that are created and distributed and serviced online through digital forms and refer to e-Journal, e-Book, Web DB and VOD.

Chapter 2 Committee

Article 4 (Collection Development Committee)

    A library development committee may be established to enhance the level of library development, and the following matters shall be consulted:
    1. Matters concerning the revision of the policy on the development of books
    2. Issues concerning the implementation plan and results of collection development by the year
    3. Problems related to collection evaluation
    4. Matters concerning the disposal of the collection, the inspection of books, and the relocation of books.
    5. Other important issues concerning the development and management of collections

Article 5 (Electronic Data Selection Committee)

    The Electronic Data Selection Committee shall be established for the development and efficiency of electronic resources, and the Committee shall consult on the following matters:
    1. Issues concerning the adequacy evaluation of electronic resource subscriptions and purchases
    2. Matters concerning the budget and execution of electronic resource subscription and purchase
    3. Other essential questions concerning the repair and management of electronic resources

Article 6 (Composition of Committee)

    ① The library development committee shall act on behalf of the library committee without forming a separate committee according to the case.
    ② The Electronic resource Selection Committee shall be comprised of a few members and secretaries commissioned by the Director, the Deputy Director, the Deputy Director, the Deputy Director (Team), and the Director, and the details of the operation thereof shall be separately determined.

Chapter 3 Collection of Monographs and Non-Book Materials

Article 7 (Selection Criteria)

    In selecting data, the following materials shall be selected on the principle that no discrimination shall be made in policy in form, content, form, etc.
    1. Academic materials required to carry out research and training courses for members of Korea University
    2. Elements that help promote the academic and intellectual growth of users
    3. Materials on all forms of intellectual heritage that can contribute to the development of human culture.
    4. Documents related to the history and identity of Korea University

Article 8 (Rejection and withhold of selection)

    In selecting the materials, any of the following items may be rejected or withheld during the selection process.
    1. Articles that have not been published for the direct purpose of academic and intellectual exploration and enjoyment by users (exams, entertainments, etc.)
    2. Materials that are not required to be collected further because similar or identical articles are already kept.
    3. Materials collection costs are high and can affect the operation and conditions of material collection, such as purchase budget, storage space, and processing costs.

Article 9 (Review of Selection)

    If the selection of data is rejected or withheld, the user may object the matter and request a review of choice. However, when asking the selection review, the following evidentiary materials shall be submitted:
    1. Demonstrative comments on the value of the collection and use of the material
    2. Thesis, criticism, or book review related to the material
    3. Lecture plans, research plans, etc. that prove the need for such materials.

Article 10 (Receipt and Donation)

    Receipt and donation data are processed according to the following criteria.
    1. Materials published on campus are collected and preserved following the regulations for depositing printed materials on campus.
    2. Donated materials are selected and managed according to 「Guidelines for Management of Receipt Materials」.

Chapter 4 Collection of Continuing Data and Electronic Resources

Article 11 (Selection Principles and Standards)

    ① Continuing resources and electronic resources are subject to the provisions of Articles 7 to 8, and the criteria of each of the following items are additionally reflected.
    1. A peer-reviewed journal in which papers evaluated by experts in the field are published
    2.Excellent data in index DB or influence analysis DB evaluation data
    ② The selection priority can be adjusted to maintain equity among subjects, majors, and departments.
    ③ If the subscription or purchase conditions are the same, electronic data shall be given priority.
    ④ Duplicate selection can be considered if the cost of additional subscribing to print journals is less than 20% of the total subscription cost, or if the demand for simultaneous use of eBooks and monographs is high and there is a need for collection.
    ⑤ New subscriptions may be withheld for materials (such as academic journals owned by “foreign academic journal support centers” in each field) that can receive first public services free of charge from other institutions.
    ⑥ Non-academic continuing resources (such as culture magazines) are subject to subscription review only when requested by ten or more users. However, even in this case, it can be reviewed if the operating conditions of the entire academic materials subject to the subscription are met.
    ⑦ Electronic resources provided by the pilot service before the regular subscription may be subject to new subscriptions considering the use performance.

Article 12 (Resubscription Principle)

    ① 1. Continuing resources and electronic resources that are being subscribed are subject to resubscription every year for the efficiency of collection development and increase of collection value.
    ② To determine the re-subscription of materials, an electronic resource subscription adequacy test is conducted every year to measure the effectiveness of utilization against input costs quantitatively, and qualitative criteria for measuring equity and educational value by department and subject can be applied additionally.
    ③ The subscription method may be changed, or the subscription may be suspended for reasons such as an increase in subscription fees and changes in supply conditions.

Chapter 5 Collection Evaluation

Article 13 (Terminal Definitions)

    ① Evaluate collections by considering collection statistics by subject and library, utilization rate, collection increase, loan statistics, usage satisfaction for groups, and library evaluation index. However, continuing resources and electronic resources follow separate evaluation methods.
    ② Collection evaluation for library statistics is conducted annually, but collection evaluation for other purposes is performed only when necessary.
    ③ The results of the collection evaluation are the basis for purchase, relocation, and disposal in the case of monographs and non-book materials, and as the basis for subscription renewal in the fact of continuing resources and electronic resources.

Chapter 1: General Provisions

Article 1 (Purpose)

    The purpose of this regulation is to maintain systematically, manage, and preserve library collections to promote effective transmission of the knowledge resources of the school’s collection and user convenience.

Article 2 (Scope of Application)

    These regulations shall apply to the actual materials of the library’s collection, and the management of electronic resources shall be separately determined.

Chapter 2 Arrangement of Collections

Article 3 (Arrangement of Bookshelves of Materials)

    ① The library arranges the materials reflecting the characteristics of the branch, and each branch organizes and operates its library.
    ② Materials will be allocated in the order of claim number for each material room, and in exceptional cases, a separate arrangement of bookshelves of materials may be applied.
    ③ The archives shall be maintained optimally, and the bookshelves shall not be saturated.

Article 4 (Separate Arrangement of Materials)

    The materials falling under Article 7 (loan restriction) of the Regulations on the Use of Libraries shall be kept separately.

Article 5 (Transfer of Materials)

    Each branch library and the material room may, if necessary, transfer the collection of materials to another branch library, other archives, or preservation library.

Chapter III Preservation of Materials

Article 6 (Preservation Facilities)

    ① The library shall establish and operate a preservation library to efficiently operate the storage space and to preserve the library for a long time.
    ② The preservation library shall be managed with appropriate devices for preservation, such as temperature and humidity control, insect repellent, fire prevention, and oxidation prevention.

Article 7 (Conservation Processing)

    ① The damaged, stained, and other materials that are feared to be damaged shall be repaired and provided for use.
    ② Materials requiring permanent preservation shall be stored in the optimal preservation environment and reproduced and provided for use.
    ③ Damaged permanent preservation target materials are preserved after physical and chemical conservation and restoration for permanent preservation.

Article 8 (Disaster Response)

    The library shall prepare countermeasures following national statutes and relevant regulations of schools in order to preserve data from unforeseen disasters effectively.

Chapter 4 Inspection of Books

Article 9 (Purpose of inspection)

    The library shall conduct a library inspection to find and organize misalignment, stained, damaged, and loss of material, thereby maintaining uniformity with the bibliographic database and enhancing the value of the use of the data.

Article 10 (Method of Collection Inspection)

    ① The library regularly establishes and implements a library inspection plan.
    ② A library inspection may be carried out for each branch, material room, or specific material unit.
    ③ Proper follow-up measures such as grower, removal, etc. shall be taken for errors and lost books found as a result of the inspection of the collections.

Chapter 5. Exclusion of Books

Article 11 (Purpose of Exclusion)

    The library may select and exclude material for the maintenance of the latest books and efficient space management.

Article 12 (Reason for Exclusion)

    Any material falling under any of the following subparagraphs are excluded.
    1. Materials that have been reimbursed for loss or damage during loans;
    2. In the case of loans for faculty members, materials that could not be recovered for more than 3 years due to the retirement or death of the borrower
    3. Data that has not been recovered for 3 years due to the graduation, expulsion, and expulsion of the borrower from school.
    4. Material recognized as having no value due to damage
    5. Materials requiring removal under a batch or separate binding for library organization
    6. As a result of the inspection, material that has been unknown for more than 3 years
    7. Material that has not been used for more than five years and has significantly lost its value in the collection.
    8. Data that results in significant inefficiency in use and management due to multiple copies
    9. Data that require removal due to changes in material types in the library organization
    10. Other materials for which reasons for expulsion have occurred, as recognized by the head of the library;

Article 13 (Deferred Exclusion)

    The library may defer the exclusion of Article 12, No. 2, No. 3 and No. 6 if the need for material management is recognized.

Article 14 (Subsequent Management)

    ① The expelled materials shall be supplemented to ensure the faithfulness of the material composition.
    ② In the event of a cancellation of removals, such as recovery or discovery, the removal materials shall be re-registered without delay.
    ③ Excluded materials shall be subsequently processed under disused materials.

Chapter 6 Disused Materials

Article 15 (Management of Disused Materials)

    ① Unused data shall be as follows:
    1. Materials registered in the library that have been expelled and discarded
    2. Unregistered materials among certified materials

    ② Insoluble materials shall be processed according to the following subparagraphs
    1. Donation to related departments or research institutes
    2. Library donation from schools at all levels managed by our school corporation
    3. Donation of educational institutions at home and abroad
    4. Donated or distributed to members of the school
    5. Disposal if it cannot be processed as above

Article 1 (Purpose)

    The purpose of this article is to prescribe matters concerning the procedures for the depositing of materials/books to the library in order to use and preserve materials that are produced and published by the institutions/members of this school.

Article 2 (Definition of Terms)

    The definitions of terms used in this Article are as follows:
    1. The term ‘Affiliated Institutions’ refers to the HQ Department, Graduate School, University, Affiliated Educational Institution, Subsidiary Research Institute, Affiliated Hospital, etc. of Korea Univ.
    2. The term ‘Data (Material)’ refers to books, serial publications, records, video materials, electronic materials, etc.

Article 3 (Deposit)

    ① When an affiliated institution publishes a material, it shall be deposited free of charge to the Korea Univ. Library within 30 days from the date of publication
    1. NFS : 2 Copies
    2. For Sale : 1 Copy
    ② The library shall use and preserve the deposited materials according to certain procedures. The material can be digitalized if necessary.

Article 4 (Exchange)

    ① The Library Director may request the publishing institution/agency to deposit additional number of copies in order to exchange the material with domestic/foreign libraries.
    ② When the Library Director requests for additional deposits (according to Article 4-①), he/she must specify the quantity of required copies and the name of the library that the exchange will take place.

Article 5 (Purchase)

    When the library receives copies of a material that are for sale, the library must purchase the copies (corresponding to the number of deposited copies)

Article 6 (Proxy Distribution)

    ① When an affiliated institution, which has deposited a material to the library according to Article 3 & 4, intends to distribute the material free of charge to other domestic libraries, the library may perform the distribution on behalf of the affiliated institution
    ② When an affiliated institution requests distribution to a library, the institution shall specify the name of the library and the number of copies to be distributed.
